(a) An applicant for assistance, advocacy, interment, or payment for installation of headstones who disagrees with the agency's decision may petition the Commissioner for a desk review. (b) The Commissioner may deny or grant a desk review and may thereafter, if granted, modify, reverse, or affirm the decision rendered.
