(a) All boxing promoters, referees, judges, matchmakers, timekeepers, assistant timekeepers, announcers, professional boxers, managers and seconds shall be licensed by the commissioner and no person, corporation, or other business entity shall be permitted to participate, either directly or indirectly, in any sparring, boxing contest or the holding thereof, unless such person, corporation or other business entity has first obtained the appropriate license from the commissioner or his representative. (b) All amateur boxers shall be registered before they participate in any sparring or boxing contest. (c) All facilities must be registered before they may be used for sparring or to hold a boxing contest.
