Service by a party

Service of papers by a party to the proceeding shall be made by registered or certified
mail or in person. The verified return by the individual so serving the same, setting
forth the manner of such service, shall be proof of such service. When service is
made by registered or certified mail, the return post office receipt shall be proof
of service.
