The place of employment and all conditions and circumstances incidental thereto shall
be such that, in the opinion of the labor commissioner, all of the provisions of the
sanitary code for Connecticut establishments promulgated by the labor department and
all of the provisions of the public health code of the department of health, as may
be practicable, are met.
