(a) Disbursement of the loan proceeds shall be made at the discretion of the Commissioner
in accordance with the provisions of the commitment and the instructions of the Authority.
(b) Payments honoring guarantees shall be made in accordance with the terms and conditions
of the Loan Agreement and Guarantee Contract.
