As used herein: (a) \"person\" shall have the meaning set forth in Section 38-60 of the Connecticut General Statutes; (b) \"compaint\" shall mean a written communication primarily expressing a grievance; (c) \"insurance department complaint\" shall mean a written communication regarding a complaint transmitted by the insurance department.
