Duties and authority of the Office of the Treasurer

The duties and authority of the Office of the Treasurer are primarily set out in Article
Four, Section 22 of the Connecticut Constitution and in Title 3 of the Connecticut
General Statutes. The Treasurer is responsible for the safe custody of the property
and money belonging to the State. The Treasurer receives all monies belonging to the
State, makes disbursements as directed by Statute, and manages, borrows, and invests
all funds for the State. The Treasurer oversees a large investment portfolio of pension
assets, as well as serving as sole fiduciary of all state trust funds.
