(a) "Commissioner" means the Commissioner of Administrative Services. (b) "Department" means the Department of Administrative Services and all constituent parts, divisions or bureaus. (c) The following words and phrases shall have the same meaning herein as that provided by Section 4-166 of the General Statutes, as amended: "Party," "Person," "Regulation," "Proposed regulation."
