In order to carry out its purpose to provide housing for low and moderate income families
with proceeds from tax-exempt bonds, CHFA must comply with federal law and regulations
as modified from time to time. Therefore, to the extent that any provisions of federal
law and regulations are in conflict with the provisions of these regulations, the
provisions of federal law and regulations shall be deemed to be controlling.
