As used in this section and sections 14-15d-2 to 14-15d-4, inclusive, of the Regulations of Connecticut State Agencies: (1) “Commissioner” means the Commissioner of Motor Vehicles; (2) “Department” means the Department of Motor Vehicles; (3) “Electronic filing” means the submission of an application for a certificate of registration or title through a secure online system approved by the commissioner; (4) “Plate” means the registration number plate that contains letters, numbers or a combination thereof, that is issued by the department in connection with the registration of a motor vehicle; and (5) “Registration and title company” means a person, firm or corporation that is engaged in the business of filing with the commissioner, on behalf of its customers, applications for certificates of registration or title for motor vehicles.
