Motor vehicle out-of-service infraction

(a) Violation of any of the standards adopted in accordance with Section 1 for which a motor vehicle is placed out-of-service shall be an infraction. (b) A complaint for a violation of subsection (a) of this section may be issued by a person with inspection authority as defined in Section 9 to the motor carrier or to the owner or lessee of such motor vehicle.
