(a) A person shall be deemed to have refused to submit to a chemical analysis if he remains silent or does not otherwise communicate his assent after being requested to take a blood, breath or urine test under circumstances where a response may reasonably be expected. (b) A person shall be deemed to have refused to submit to a chemical analysis if he communicates his assent but thereafter does not undertake or complete the test procedure in accordance with the instructions of the officer administering the test.
