(a) The commissioner may, at any time, request the advice and assistance of the Medical Advisory Board, and any other public or private agency or individual person or entity, engaged in providing responsible services for the treatment of alcohol and drug addiction, with regard to any portion of a treatment program or its conduct. (b) Each provider, the commissioner and the department shall maintain in confidence all records concerning an individual's treatment and medical records, except as otherwise provided by law.
