(a) A traffic signal installation shall be operated as a stop-and-go device or as a flashing device. (b) When a signal installation is not in operation it shall be hooded, turned or taken down to clearly indicate that the signal is not in operation. (e) When a traffic signal installation is being operated in the stop-and-go or flashing manner, at least one indication in each signal face shall be illuminated.
