Petroleum products excluded from \"fuels\"

Commercial solvents, industrial naphthas and industrial distillates not prepared,
advertised, offered for sale or sold for use as or commonly and commercially used
as a fuel in internal combustion engines shall not be considered "fuels" as defined
in subsection (11) of section 14-1 of the general statutes and shall not be subject
to the sales restrictions and other provisions of chapter 250 of the general statutes.
If such commercial solvents, industrial naphthas and industrial distillates are prepared,
advertised, offered for sale or sold for use as fuel or used as a fuel in internal
combustion engines, the provisions of said chapter shall apply.
