A "motor vehicle recycler" is any person, firm or corporation engaged in the business
of purchasing motor vehicles for the purpose of dismantling the vehicles for parts
or use of the metal for scrap. Such motor vehicle recycler shall have a suitable and
adequate place of business which shall be determined by the commissioner of motor
vehicles and shall be required to show proof of good moral character.
