These regulations specify the identification of mechanical defects in the braking
system of vehicles with a gross vehicle weight of ten thousand pounds (10,000 lbs.)
or more that may result in the vehicle being declared "out of service" and the establishment
of a classification of defects or combination of defects which are deemed to be severe,
as required by Public Act No. 88-313.
