Gas company

The term "gas company," when used in these regulations, includes every corporation,
company, association, joint stock association, partnership or person, or lessee thereof,
owning, leasing, maintaining, operating, managing or controlling mains, pipes or other
fixtures, in public highways or streets, for the transmission or distribution of gas
not in excess of an internal gas pressure of two hundred pounds per square inch gauge
for sale for light, heat or power within this state, or engaged in the manufacture
of gas to be so transmitted or distributed for such purpose.
