R.C.S.A. § 16-1-102
General rule

These rules set forth the procedure to be followed by persons asserting any complaint
to the commission under title 16 of the general statutes including but not limited
to the provisions of sections 16-12, 16-13, 16-14, 16-20, 16-21, 16-273, 16-274, 16-296,
16-304, 16-309, 16-319, 16-325. In addition, these rules shall set forth the procedure
to be followed by any person desiring to bring to the commission any petition whatsoever
with respect to the rates, service operation, equipment and plant; the convenience,
protection and safety of the persons served by any public service company; and the
public safety.
