Except as provided in section 16-345-6 of the regulations of Connecticut state agencies,
sections 16-345-1 to 16-345-9, inclusive, of the regulations of Connecticut state
agencies shall not be construed to affect or impair local ordinances, charter or other
provisions of law requiring permits to be obtained before excavating in a public highway
or to demolish structures on private property, nor shall they be construed to grant
to any person, excavator, or public agency any rights not specifically provided by
chapter 293 of the Connecticut General Statutes and said sections. A permit from a
public agency shall not relieve any person from responsibility for complying with
the provisions of chapter 293 of the General Statutes and said sections. The failure
of any person who has been granted a permit to comply with the provisions of chapter
293 of the General Statutes and said sections shall not be deemed to impose any liability
upon the public agency issuing the permit.
