(b) Not later than October 31, 2023, and annually thereafter if necessary, the Division of Criminal Justice and the Police Officer Standards and Training Council established under section 7-294b shall include in each course of instruction provided pursuant to subsection (a) of this section a session regarding investigation and enforcement standards concerning cannabis, as defined in section 22-61 l , and high-THC hemp products, as defined in section 21a-240 .
