(b) Any equine presented for public auction in this state shall have a certificate indicating a negative reaction to a Coggins test which shall be obtained within sixty days prior to such auction. (c) Any person violating any provision of this section shall be fined not less than one hundred dollars or more than five hundred dollars for each violation.
