(b) The Commissioner of Emergency Services and Public Protection may, after notice and opportunity for a hearing, impose a civil penalty of not more than one hundred dollars for a violation of this section. Each violation shall be a separate and distinct offense and, in case of a continuing violation, each day's continuance thereof shall be deemed a separate and distinct offense, provided the civil penalty may not exceed four thousand nine hundred dollars in the aggregate for a continuing violation. (c) The commissioner may adopt regulations, in accordance with the provisions of chapter 54, to implement the provisions of this section.
