3604. EVALUATION CRITERIA

3604 EVALUATION CRITERIA 3604.1 Loan applications shall be evaluated according to the following criteria: (a) Ability to serve a low-income population over the long term; (b) Verified need for the proposed improvements to be financed by the loan; and (c) Verification that the improvements are proposed at the least necessary cost and in the form most beneficial to the residents.
