399 DEFINITIONS 399.1 When used in this chapter, the following words and phrases shall have the meanings ascribed: Department - the Department of Human Services of the District of Columbia. Director - the Director of the Department of Human Services of the District of Columbia. Mayor - the Mayor of the District of Columbia, or the Mayor's designated representative. Veterinarian - a person currently licensed to practice veterinary medicine or any branch of medicine under the Act of February 1, 1907, as amended. (D.C.
