1799 DEFINITIONS 1799.1 When used in this chapter, the following terms have the meanings ascribed: Director - the agency head of the Office of Contracting and Procurement (OCP) or the Chief Procurement Officer (CPO). Emergency Condition โ€“ A situation which creates a threat to public health, welfare, or safety such as may arise by reason of floods, epidemics, riots, or equipment failures. The existence of such condition creates an immediate and serious need for goods or services that cannot be met through normal procurement methods and the lack of which would seriously threaten: (a) the function of District government; (b) the preservation or protection of property; or (c) the health or safety of any person.
