2201. SPECIAL STANDARDS OF RESPONSIBILITY

2201 SPECIAL STANDARDS OF RESPONSIBILITY 2201.1 The contracting officer shall develop special standards of responsibility for a solicitation when experience has demonstrated that unusual expertise or specialized facilities are needed for adequate contract performance. The contracting officer may seek the advice of appropriate specialists to develop special standards of responsibility. 2201.2 The contracting officer shall include any special standards of responsibility in the solicitation. 2201.3 The special standards of responsibility included in the solicitation shall apply to all bidders or offerors.
