2999 DEFINITIONS 2999.1 When used in this chapter, the following terms have the meanings ascribed: Director – the Director of the Office of Contracting and Procurement or the District of Columbia Chief Procurement Officer. Special pilot project – a short-term, carefully planned, pilot exercise designed to test and evaluate the feasibility of a new and unique District requirement or to obtain a new technology.
