4227 SPECIFIC ELIGIBILITY REQUIREMENTS: PERSONAL CARE AIDE SERVICES 4227.1 To be eligible for Medicaid reimbursement of PCA services under the EPD Waiver program, a beneficiary shall have an assessed need for PCA services, as established by the conflict-free face-to-face assessment.
