2401 ACTIONS COVERED 2401.1 Each personnel authority shall follow these regulations when releasing a competing employee from his or her competitive level when the release is required by any of the following: (a) Lack of work; (b) Shortage of funds; (c) Reorganization or realignment; or (d) The exercise of restoration rights as provided in 38 U.S.C. § 2021 et seq.
