3030 CONSTRUCTION CONTRACTS WITH ARCHITECT-ENGINEER FIRMS 3030.1 Except as otherwise provided in this chapter, the CCO shall not award a contract for the construction of a project to the firm that designed the project or its subsidiaries or affiliates without the prior written approval of the President or the President’s designee. 3030.2 If a proposed construction contract will use a design build method of construction, the CCO may award the construction contract to an affiliate of the architect-engineer firm that designed the project without prior approval of the President or President’s designee.
