3040 COST ESTIMATE FOR ARCHITECT-ENGINEEER CONTRACTS 3040.1 An independent University estimate of the cost of architect-engineer services shall be prepared by or under the direction of the CCO before commencing negotiations for each proposed contract or contract modification estimated to exceed one hundred thousand dollars ($100,000). 3040.2 Access to information concerning the University estimate shall be limited to University personnel whose official duties require knowledge of the estimate.
