3254 STEP TWO PROCEDURES 3254.1 The competitive sealed bidding procedures set forth in this chapter shall be followed except as follows (a) An IFB shall be issued only to those prospective bidders that submitted acceptable technical proposals in step one; (b) The IFB shall prominently state that the bidder shall comply with the specifications and the bidder's technical proposal; and (c) The IFB shall not be advertised in newspapers or publicly posted.
