3811 CONSOLIDATION OF APPEALS 3811.1 If two (2) or more parties are entitled to an appeal from an order of the Rent Administrator or the Office of Administrative Hearings, and their interests are such as to make consolidation practicable, they may file a joint notice of appeal, or may move to consolidate their separate appeals by a motion to consolidate. 3811.2 Appeals may be consolidated by the Commission upon its own motion, or upon a motion of a party, and any party to an appeal that is proposed to be consolidated may file an opposition to the motion.
