1899 DEFINITIONS 1899.1 When used in this chapter, the following terms and phrases shall have the meaning ascribed: Commercial Customer - a non-residential customer of a utility. Non-residential customers shall include electric customers served from the master-metered apartment tariff. Complainant - a non-residential customer who files a complaint regarding utility service with a utility or the Public Service Commission of the District of Columbia. Office of Consumer Services - that division within the Public Service Commission of the District of Columbia which has been designated to handle customer complaints against utilities in accordance with this chapter.
