3906 TRANSFER OR SALE OF ASSETS 3906.1 Transfers of assets from an energy utility to an affiliate must be recorded on the utility’s books at the greater of net book cost or market value. Transfers of assets from an affiliate to the energy utility shall be at the lesser of net book cost or market value.
