4408 BILLING RECORDS 4408.1 All records associated with the computation of charges rendered to tenants for electric service or natural gas service shall be retained for a minimum period of three (3) years. 4408.2 The owner shall maintain and make available for inspection by the tenant, upon request, the following records: The billing from the utility to the owner for the current month and the thirty-six (36) preceding months; The calculation of the average cost per energy unit for the current month and the thirty-six (36) preceding months’ and The tenant’s submeter or energy allocation readings and billings for the current month and the thirty-six (36) preceding months or for the term of tenancy, whichever is less.
