699 DEFINITIONS ANC – Advisory Neighborhood Commission. MPD – Metropolitan Police Department. OPC – Office of the People’s Counsel. Pay Telephone Service Provider (“PSP”) – Any corporation, company, association, partnership or person engaged in the business of providing pay telephone service. Pay Telephone - A telecommunications device connected to a local exchange carrier that is designed to allow a customer to make telephone calls with a coin and/or credit card.
