Boot removal penalty.

(a) Any person who damages, destroys, or removes a vehicle boot without authorization of the Mayor shall be subject to a civil fine of no less than $900. (b) The Mayor, pursuant to subchapter I of Chapter 5 of Title 2 , shall issue rules to implement the provisions of this section.
