These entities are frequently government-supported, and/or government contractors, and thus have requirements to carry various coverages. As such, the shortage of accessible coverage may affect the availability to provide necessary services to residents and to the State, and it has certainly already impacted organizations’ capacity to accept growth opportunities. The Department wishes to gain greater insight as to product availability and carrier practices as it relates to such policies. Instructions: The Department is seeking information on liability coverages in the State. Please complete the survey attached hereto as Exhibit 1 by September 18, 2025. All survey responses should be submitted electronically to doi-survey-response@delaware.gov. Any questions, comments, or requests for clarification about the survey and submission process should be emailed to doi-survey-response@delaware.gov.
