Domestic/Foreign Insurers Bulletin No. 32 IMPLEMENTATION OF ONLINE PREMIUM TAX PROGRAM The Delaware Department of Insurance has partnered with the National Association of Insurance Commissioners (NAIC) in the use of OPTins, a new online premium tax filing system. OPTins (Online Premium Tax for Insurance) is a web-based application that offers insurance companies the ability to electronically submit their Delaware premium tax forms and payments to the Department. All forms will be transmitted as PDF files and payments will be transmitted via electronic funds transfer (EFT). OPTins provides immediate, secure transmission and receipt of premium tax reports and payments. The Department strongly encourages all companies to use OPTins to electronically submit their Delaware premium tax filings. The Department expects OPTins to be available in time for companies to submit their third quarter premium tax installment due September 15, 2008. The setup process is easy with no license or registration fees involved. The steps to submit premium tax filings using OPTins are very simple and require no formal training. Easy to follow instructions will be provided by the NAIC. Insurance companies log in, upload filing forms and submit payment online. There is a minimal fee for each filing. Premium tax forms, along with the payment, are received at the Insurance Department immediately upon submission by the company. Using OPTins ensures that both the forms and payment are received together and on time.
