C. § 312 Issued: July 24, 2002 Revised: March 27, 2017 On June 25, 2012, the Delaware legislature approved 18 Del.C. § 312, which permits the Delaware Insurance Department, as of July 1, 2002, to publish general notices by posting in the Register of Regulations and/or webpage posting (on one or more sites) in addition to or as opposed to solely first class mail. Through Bulletin No. 11, the Department notified all licensees that from that point forward, all new or amended regulations, new or revised bulletins, circular letters and other notices will be provided solely through electronic posting. The Department continues that practice. The purpose of the revisions to Bulletin No. 11 are to provide notice that Bulletins will appear on the Department's Laws, Regulations and Bulletins page (not the home page, as indicated in the original Bulletin No. 11), to update website address for the Department and the Register of Regulations, and to delete the affirmative obligation for the Department to provide all regulations, bulletins, circular letters and general notices to the National Association of Insurance Commissioners and the National Insurance Producers Registry, because notification of posting is available by subscribing to the Department's bulletin list serve at https://lyris.dti.delaware.gov//read/all_forums/subscribe?name=doi-company-bulletins. ive obligation for the Department to provide all regulations, bulletins, circular letters and general notices to the National Association of Insurance Commissioners and the National Insurance Producers Registry, because notification of posting is available by subscribing to the Department's bulletin list serve at https://lyris.dti.delaware.gov//read/all_forums/subscribe?name=doi-company-bulletins. As a matter of policy, bulletins, circular letters and general notices will be posted at http://insurance.delaware.gov/information/lawsregsbulletins/ as they are promulgated. In addition, all bulletins, circular letters and general notices will be provided to the Delaware Registrar of Regulations, who will publish them in the Delaware Register of Regulations on the first of each month following the date of promulgation and submission to the Registrar. Under Delaware Law all regulations are required to be posted in the Register of Regulations and become effective no earlier than ten (10) days following publication.
