Same — Procedure.

(a) The Department, by regulation, shall provide for a certification procedure. Such procedure shall consist, in part, of an application and examination, except that the examination requirement may be waived in part or whole by the Department on a reciprocal basis with any other state which has substantially the same standards. (b) The Department shall by regulation require an annual certification fee for commercial applicators.
