R-1114 and R-1115, respectively. - CERTIFICATION OF REPRESENTATIVES September 29, 1939 On February 6, 1939,, the National Labor Relations Board, herein called the Board, issued a Decision and Direction of Elections1 in the above-entitled matter. On March 7, 1939, the Board issued an amendment,2 and on March 30, 1939, a second amendment,3 to the Direction of Elections. The Direction of Elections, as amended, directed that elections by secret ballot be conducted as soon as con- venient and beginning as promptly as practicable after the date of the Direction of Elections: (1) Among the licensed engineers of Socony-Vacuum Oil Company, Incorporated, who were employed by the Company on February 6, 1939, to determine whether or not they desired to be represented by Socony-Vacuum Tanker Officers Asso- ciation for the purposes of collective bargaining; (2) among the licensed deck officers of Socony-Vacuum Oil Company, Incorporated, who were employed by the Company on February 6, 1939, to deter- mine whether they desired to be represented by National Organiza-' tion Masters, Mates and Pilots of America, affiliated with the Amer- ican Federation of Labor, or by Socony-Vacuum Tanker Officers Association, for the purposes of collective bargaining, or by neither. Pursuant to the Direction, elections by secret ballot were conducted under the direction and supervision of the Regional Director for the Second Region (New York City). On September 15, 1939, the said Regional Director, acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regulations- Series 2, issued and duly served upon the parties an election report. F. of L--------------------------------------------- 7 Total number of votes in favor of Socony -Vacuum Tanker Officers Association ----------------------------------- 151 Total number of votes in favor of neither organization----- 4 Total number of blank , void, or challenged votes---------- 0 By virtue of and pursuant to the power vested in the National Labor Relations Board by Section 9 (c) of the National Labor Rela- tions Act, 49 Stat. 449, and pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulations-Series 2, IT IS HEREBY CERTIFIED that Socony-Vacuum Tanker Officers Asso- ciation has been designated and selected by a majority of the licensed engineers of Socony-Vacuum Company, Incorporated, as their repre- . sentative for the purposes of collective bargaining, and that, pursuant to Section 9 (a) of the Act, Socony-Vacuum Tanker Officers Associa- tion is the exclusive representative of all such employees for the- pur- poses of collective bargaining in respect to rates of pay, wages, hours of employment, and other conditions of employment; and IT IS HEREBY CERTIFIED that Socony-Vacuum Tanker Officers Asso- ciation has been designated and selected by a majority of the licensed deck officers of Socony-Vacuum Company, Incorporated, as their representative for the purposes of collective bargaining, and that, pursuant to Section 9 (a) of the Act, Socony-Vacuum Tanker Officers Association is the exclusive representative of all such employees for the purposes of collective bargaining in respect to rates of pay, wages, hours of employment, and other conditions of employment.
