CERTIFICATION OF REPRESENTATIVES
November 14, 1939
On September 22, 1939, the National Labor Relations Board, herein
called the Board, issued a Decision, Order, and Direction of Election
in the above-entitled case?
Pursuant to the Direction of Election, an
election by secret ballot. was conducted on October 6 and 7, 1939, at
Grinnell, Creston, Osceola, Centerville, Ottumwa, Washington, and
Burlington, Iowa, under the direction and-supervision ofrthe'Regional
Director for the Eighteenth Region (Minneapolis, Minnesota).
On
October 12, 1939, the Regional Director, acting pursuant to Article
III, Section 9, of National Labor Relations Board Rules and Regu-
lations-Series 2, issued, and on October 13 and 14, 1939, duly served
upon the parties an Election Report containing a tally of the ballots
and his findings and recommendations.
On October 19, 1939, Utility
Workers Organizing Committee, by Fred Thomason, National Repre-
sentative, filed with-.the<Regional•Director its objections to. the: Election
Report, alleging in substance that a number of ineligible voters had
participated in the election.
On October 28, 1939, Utility Workers
Organizing Committee, by said Fred Thomason, withdrew its objec-
tions previously filed.
No other.objections or exceptions to the Election
Report have been filed by any of the parties:

By virtue of and pursuant to the power vested in the National Labor
Relations Board by Section 9 (c) of the National Labor Relations Act,
49 Stat. 449, and pursuant to Article III, Sections 8 and 9, of National
Labor Relations Board Rules and Regulations-Series 2, ..
IT IS HEREBY CERTIFIED that Union of Employees of the Iowa South-
ern Utilities Company has been designated and selected by a majority
of the production and maintenance employees of Iowa Southern
Utilities Company throughout its system, including temporary em-
ployees who had worked a total of 350 hours or more from-January
1, 1939, to July 15, 1939, whose names appeared on the company's pay
roll of July 15, 1939, but exclusive, of casual labor, officials, supervisory
employees, clerical and office workers, managers, local managers, col-
lectors, the combined meter reader and collector at Osceola (L. L_
Linder) 'all foremen, all bus-garage employees at Burlington and Ot-
-tumwa, railway-department employees, district accountants, all super-
intendents, part-time j anitresses, chief engineers, engineers in general
construction department, engineer in general, district engineers, chief
gas makers, distributive engineers, attendant, street-light employees,
servicers of street lights, head electrician of the new business and nier-
schandise department at Washington, line and service department em-
ployee at Sigourney (W. G. Shafer), material and stock clerk in the:
office at Centerville and temporary employees who worked less than
350 hours from January 1, 1939 to July 15, 1939, as their representa-
tive for the purposes of collective bargaining, and that pursuant toy
Section 9 (a) of the National Labor Relations Act, Union of Em-
ployees of the Iowa Southern Utilities Company is the exclusive rep-
resentative of all such employees for the purposes of collective bar-
gaining in respect to rates of pay, wages, hours of employment, anc
other conditions of employment.
