On September 9, 1940, it issued an Amendment to said Direction of Election. Pursuant to the Direction of Election and the Amendment to Direction of Election, an election by secret ballot was conducted on September 11, 1940, under the direction and supervision of the Re- gional Director for the Second Region (New York City).
