September 24, 1940 On August 8, 1940, the National Labor Relations Board, herein called the Board, issued a Decision and Direction of Election in the above-entitled proceeding.' Vernon Car Manufactur- ing Company, Mt. Vernon, Illinois, excluding salaried employees, foremen, assistant foremen, gang leaders, inspectors, checkers, and timekeepers, as their representative for the purposes of collective bargaining, and that, pursuant to Section 9 (a) of the National Labor Relations Act, Brotherhood Railway Carmen of America, Lodge No. 423, affiliated with the American Federation of Labor, is the exclusive representative of all such employees for the purposes of collective bargaining in respect to rates of pay, wages, hours of employment, and other conditions of employment.
