CERTIFICATION OF REPRESENTATIVES
July 18, 1941
On May 22, 1941, the National Labor Relations Board, herein
called the Board, issued a Decision and Direction of Elections in
the above-entitled proceeding,, directing that elections by secret bal-
lot be conducted among (1) all pattern makers and pattern makers'
apprentices at the Milwaukee Works of the International Harvester
Company, herein called the Company, to determine whether or not
they desired to be represented by Pattern Makers League of North
America, Milwaukee Association, affiliated with the American Fed-
eration of Labor, for the purposes of collective bargaining; and (2)
all production and maintenance employees at the Milwaukee Works
of the Company, excluding salaried employees, supervisory employ-
ees on hourly rates above the rank of working group leaders, factory
clerical employees, office clerical employees, indentured apprentices,
progressive executive students, fire and watch employees (except pro-
duction and maintenance employees who act as volunteer firemen),
temporary employees, pattern makers, and pattern makers' appren-
tices, to determine whether they desire to be represented by Federal
Labor Union, No. 22631, affiliated with the American Federation of
Labor, or by Local 202, Farm Equipment Workers Organizing Com-
mittee, affiliated with the Congress of Industrial Organizations, for
the purposes of collective bargaining, or by neither.
Pursuant to the Decision and Direction of Elections, elections by
secret ballot were conducted on June 18, 1941, under the direction
and supervision of the Regional Director for the Twelfth Region
(Milwaukee, Wisconsin).
On June 23, 1941, the Regional Director,
acting pursuant to Article III, Section 9, of National Labor Relations
Board Rules and Regulations-Series 2, as amended, issued and duly,
served upon the parties an Election Report setting forth the follow-
ing results of the aforesaid elections :

Labor Relations Board by Section 9 (c) of the National Labor Rela-
tions Act, 49 Stat. 449, and pursuant to Article III, Sections 8 and
9, of National Labor Relations Board Rules and Regulations-Series
2, as amended,
IT IS HEREBY CERTIFIED that Pattern Makers League of North Amer-
ica, Milwaukee Association, affiliated with the A. F. of L., has been
designated and selected by a majority of all pattern makers and pat-
tern makers' apprentices at the Milwaukee Works of the Company,
as their representative for the purposes of collective bargaining, and
that, pursuant to Section 9 (a) of the National Labor Relations Act,
Pattern Makers League of North America, Milwaukee Association,
affiliated with the A. F. of L., is the exclusive representative of all
such employees for the purposes of collective bargaining with respect
to rates of pay, wages, hours of employment, and other conditions
of employment.
AND IT IS FURTHER CERTIFIED that Federal Labor Union No. 22631,
affiliated with the American Federation of Labor, has been designated
and selected by a majority of all production and maintenance em-
ployees at the Milwaukee Works of the Company, including main-
tenance and production employees working in the Company's pat-
tern-making department at its Milwaukee Works, but excluding sal-
aried employees, supervisory employees on hourly rates above the
rank of working group leaders, factory clerical employees, office cler-
ical employees, indentured apprentices, progressive executive stu-
