SUPPLEMENTAL DECISION
AND
CERTIFICATION OF REPRESENTATIVES
October 29, 1941
On March 5, 1941, the National Labor Relations Board, herein
called the Board, issued a Decision, Order and Direction of Election
in the above-entitled proceeding.'
Pursuant to the Direction of Elec-
tion, an election by secret ballot was conducted on March 21, 1941,
under the direction and supervision of the Regional Director for the
Fourth Region (Philadelphia, Pennsylvania).
On March 26, 1941,
the Regional Director, acting pursuant to Article III, Section 9, of
National Labor Relations Board Rules and Regulations-Series 2, as
amended, issued and duly served upon the parties an Election Report
on the ballot.
As to the balloting and its results, the Regional Director reported
as follows :

filed Objections to the Conduct of the Ballot and the Election Report.
On May 16, 1941, the Regional Director issued a Report on Objections
to Election Report.
The objections of the United and the Regional
Director's Report thereon were duly considered by the Board, and
cn May 21, 1941, the Board issued an Order directing hearing on
Objections to Election Report.
On September 24, 1941, the Regional
Director issued a Notice of Hearing, which was duly served upon
the parties.2
Thereafter on October 8, 1941, the United requested
permission from the Board to withdraw its Objections.
The United's
request is hereby granted. In view of the United's withdrawal of
its objections, the Board will make disposition of the proceeding on
the record as now constituted.
By virtue of and pursuant to the power vested in the National Labor
Relations Board by Section 9 (c) of the National Labor Relations
Act, 49 Stat. 449, and pursuant to Article III, Section 8 and 9, of
National Labor Relations Board Rules and Regulations, Series 2,
as amended,
IT IS.IrEREBY CERTIFIED that Boot and. Shoe Workers' Union, Local
No. 141, affiliated with the American Federation of Labor, has been
designated and selected by a majority of all production employees
of Sbicca, Inc., Philadelphia, Pennsylvania, including working fore-
men, but excluding supervisory and clerical employees, as their repre-
sentative for the purposes of collective bargaining, and that, pur-
suant to Section 9 (a) of the Act, Boot and Shoe Workers' Union,
Local No. 141, affiliated with the American Federation of Labor, is
the exclusive representative of all such employees for the purposes
of collective bargaining in respect to rates of pay, wages, hours of
employment, and the conditions of employment.
ZOn October 10, 1941, the Regional Director issued a notice of adjournment of hearing.
