R-2820 to R-2824, inclusive CERTIFICATION OF REPRESENTATIVES December 19, 1941 On November 19, 1941, the National Labor Relations Board, having theretofore issued its Decision and Direction of Elections,) issued a Supplemental Decision, Direction and Certification of Representa- tives 2 in the above-entitled proceedings. Pursuant to the Supple- mental Decision, the Regional Director for the First Region (Boston, Massachusetts) opened and counted the challenged ballot in the elec- tion among employees at the Worcester, Massachusetts, office of West- ern Union Telegraph Company, herein called the Company. On No- vember 28, 1941, the Regional Director, acting pursuant to said Supplemental Decisioii and Article III, Section 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, issued a Supplemental Election Report on the election conducted at Worces- ter, Massachusetts, copies of which were duly served upon the parties. CERTIFICATION OF REPRESENTATIVES By virtue of and pursuant to the power vested in the National Labor Relations Board by Section 9 (c) of the National Labor Relations Act, 49 Stat. 449, and pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, IT IS HEREBY CERTIFIED that the American Federation of Labor has been designated and selected by a majority of all employees of Western Union Telegraph Company working at Worcester in the commercial, traffic, and plant departments, excluding the "Framingham gang" and the employees occupying the positions listed in Appendix C, attached to the afore-mentioned Decision and Direction of Elections, as their representative for the purposes of collective bargaining, and that pur- suant to Section 9 (a) of the National Labor Relations Act, the Amer- ican Federation of Labor is the exclusive representative of all such employees for the purposes of collective bargaining with respect to rates of pay, wages, hours of employment, and other conditions of employment. 3The employee aahose ballot was challenged was found eligible by the Board in its Supplemental Decision and his ballot is theiefore treated as valid by the Regional Director in this Supplemental Election Report.
